STATE GOVIt. WARNED [BY CABLE —PRESS ASSN. —COPYRIGHT.] WASHINGTON, April 15. Chairman Summers of the U.S.A. House Judiciary Committee has telegraphed to Governor White, of Mississippi State, that he would consider him an accessory to the lynchings of the Negroes unless he moved speedily to punish the officers and lynchers.

Mr. Summers said the occurrence was dastardly and brutal. “It is a sorry thing,” he said, “it makes it difficult for us here in trying to protect the governmental sovereignty of the States.”
