NAVAL AGGRESSION DENIED (BY CAULK —PEEBB ABBN.—-COPY BIGHT.) (Recd. March 1. 11.25 a.m.) TOKIO, February 28. Vice-Admiral Honai. Minister of Marine, speaking in the Diet, denied that the navy had a policy of extension southwards. Nevertheless, Japan must seek peaceful economic development overseas. He added that, with the Army, he had prepared a concrete plan to defend Tokio and other cities agaihst air raids. Premier Hayashi said the/ f ßussian troops in the Far East possessed a superiority complex, tempting »them to cross the border; hence, it was necessary to increase Japan’s military strength.
