Those favouring a voluntary plan were asked to vote on the following proposals: Voluntary plan carried on by the State: yes, 282;'n0, 685. County groups under legislative control: yes, 255; no, 677. Voluntary health insurance in an organisation of licensed physicians as provided by the California Legislature: yes, 2569; no, 803. The change in the policy of the association is.said to have been caused by the same efforts which succeeded in tabling compulsory health service plans in the last session of the State Legislature. •
