ARRESTS IN MANCHURIA [BY CABLE —PBESS ASSN. —OOPYBIGHT.] (Rec. Sept. 5, 1 p.m.) TOKIO, September 4. M. Hirota, replying to the Soviet protest regarding the arrest of Russians on the Chinese Eastern Railway, points out that Manchukuo effected the arrests, exercising jurisdiction. In connection with the frequent overturning of military trains, he says that there are scarcely any Soviet sufferers, while those arrested belong to organisations aimed at disturbing order in Manchukuo. The Soviet has an-ested a total of 64, excluding 31 previously deported.
