ELECTION OF LEADER. [BRITISH OFFICIAL WIRELESS.] RUGBY, August 31. The High Council of the Salvation Army at the third day’s session of the meeting to elect a successor to General Higgins, spent yesterday in giving further consideration to questions of procedure. Progress was made in formulating rules for the secret ballot and the meeting resumed this morning. Lieut-Commissioner Carpenter stated that a spirit of perfect harmony and goodwill has prevailed.
