EXPENDITURE REDUCTION. [BY CABLE —PBESS ASSN. COPYBIGHT.] (Received August 31, 1 p.m.) PARIS, August 30. Germain Martin presented the draft of his budget to Cabinet, proposing a reduction in expenditure by sixtysevcn million sterling, without fresh taxation. The new expenditure cuts do not affect civil servants’ salaries and exservice pensions.
