CHECK ON CAR THEFTS

“PASS” SYSTEM IN GERMANY. A system by means of which it is hoped to make the theft of motor-cars unprofitable, has been evolved in Germany, and will shortly be applied. It consists of the introduction of a “motor pass” which every car owner must possess but need not carry about with him. The document will have to be endorsed in order to render legally valid any sale or transfer' of the car or of its working parts. The pass will also Mrow whether or not the instalments due on a car acquired under the hirepurchase system have been paid. Until an official note of this effect has been made any sale or transfer will be debarred. The system is regarded as affording a safeguard for purchasers of second-hand cars, as they will be able to see at a glance how long the cars have been in use and how often they have changed hands. They will also know whether any of the principal parts have been removed.
