WAR DEBT NEGOTIATIONS

CONFERENCE FAILURE.

[BY CABLE —PHESS ASSN. —COPYRIGHT.)

NEW YORK, October 28

The “New York Times’s” Washington correspondent says that the British war debt delegation will formally call on President Roosevelt within a few days. American Administration circles expect that the result of this conference will be the shelving of the debt discussions for an indefinite period. Persons who have been in close touch with the three conferences declare that the viewpoint of the two (parties are so far apart that the discussions have been limited to general statements of each nation’s position. No definite offers have been advanced. The inauguration of the new American policy and the strain of the National Recovery Act programme have made the negotiations more difficult. America’s conversations pending on her recognition of the Soviet are held to be another factor in making a postponement desirable. It is thought that President Roosevelt will offer Britain an opportunity to make another “token” payment, which, although not satisfactory to London, will probably be accepted as being the only alternative offered to avoid a default.
