RUSSIANS ARREST JAPS. [BY CABLE —PBESS ASSN. — COPYRIGHT.] TOKIO, July 8. It is reported that the Soviet has arrested four hundred Japanese fishermen off Kamchatka. The arrested Japanese fishermen are the employees of a Russian cannery. A Japanese patrol boat is proceeding to investigate.
RUSSIAN-CHINESE NEGOTIATIONS TOKIO, July 8. Official advices confirm the report that negotiations are now proceeding for a Russo-Chinese Non-Aggression Pact. ! It is believed that the Pact will include an agreement for the non-recog-nition of the new Manchurian State, while the Moscow Government also demands a condition that China will cease her endeavours to drive out the Communists. BEATEN TO DEATH. SHANGHAI, July 2. Sensational allegations are levelled against the Chinese control of the gaol formerly attached to the French mixed Court here, which was surrendered to the Chinese last year. Two Russians who were liberated after serving seven days for disorderly conduct report that a third companion complained of sickness, and was beaten by the Chinese guards. He demanded the service of a doctor, and was again beaten, so that he was covered with blood from head to foot. Later he was poked in the chest with bamboos.
He was last seen by his companions in a dying condition. He died, and his body was spirited away without a trace being left. Representations have up to now been fruitless.
