RUSSIANS ARREST JAPS. [BY CABLE —PBESS ASSN. — COPYRIGHT.] TOKIO, July 8. It is reported that the Soviet has arrested four hundred Japanese fishermen off Kamchatka. Details are not available, but it is believed that the arrests are in connection with the Soviet claim of a twenty mile limit in territorial waters as against the international limit of twelve miles. The arrested Japanese fishermen are the employees of a Russian cannery. A Japanese patrol boat is proceeding to investigate.

RUSSIAN-CHINESE NEGOTIATIONS TOKIO, July 8. Official advices confirm the report that negotiations are now proceeding for a Russo-Chinese Non-Aggression Pact. ! Two Russians who were liberated after serving seven days for disorderly conduct report that a third companion complained of sickness, and was beaten by the Chinese guards. He demanded the service of a doctor, and was again beaten, so that he was covered with blood from head to foot. Later he was poked in the chest with bamboos.

He was last seen by his companions in a dying condition. He died, and his body was spirited away without a trace being left. Representations have up to now been fruitless.
