Instead, the Prime Minister, according to the “Sunday Times,” is expected to announce the creation of autonomous provincial administrations, stressing that the beginnings of responsible Government centre are only possible w-hen experience is gained from the working of the provincial autonomy. It was recalled that this was the main recommendation of the Simon Commission. The Hindus and Moslems had a longt fruitless conference yesterday at the Ritz Hotel. Gandhi attended, with a spinning wheel.
