A COMPROMISE PROPOSAL. [BY CABLE —PRESS ASSN. —COPYBIGHT.] (Recd. Nov. 16, 8 a.m.) LONDON, November 14. It is not anticipated there will be an acceptance of Mr MacDonald’s offer to arbitrate on the communal question at Monday’s Round Table plenary. Instead, the Prime Minister, according to the “Sunday Times,” is expected to announce the creation of autonomous provincial administrations, stressing that the beginnings of responsible Government centre are only possible w-hen experience is gained from the working of the provincial autonomy. It was recalled that this was the main recommendation of the Simon Commission. The Hindus and Moslems had a longt fruitless conference yesterday at the Ritz Hotel. Gandhi attended, with a spinning wheel.
