The Howard League of Penal Reform is financing an important appeal to the Privy Council to decide whether convicts escaping from Devil’s Island to British territory should be allowed liberty, or sent back.

The immediate question concerns a convict who reached Trinidad, and was ordered by the Trinidad Supreme Court to be surrendered to France. The case will test the whole question of sanctuary of British soil, and the interpretation of the AngloFrench extradition Treaty. A big legal struggle is expected.
