The banks are being over- [ whelmed with applications to transfer property and shares, and to mortgage! property. The - .lister of Finance has appealed to.the Banks to advise their clients to "go slow.” He is threatening severe penalties if capital is exported. Several serious bankruptcies are reported in Barcelona where the falling exchange is worrying the business men. Everywhere enterprise is at a standstill, pending a stabilisation, which cannot be achieved till Parliament meets. ANTI-MONARCHIAL DEMANDS. MADRID, April 22. Republican Socialists suggest the accumulation of arms for issue to one hundred and fifty thousand workmen in the event of emergency.
