VICTORIA, November 13.

The Premier, Mr. Tolmje, announced that American financial interests, headed by Mr. Samuel Hill, a pioneer North West road-builder, have offered to construct a highway from the United States boundary through British Columbia to Alaska at a cost of twenty million dollars, in return for hotel concessions along the route, and a percentage of the gasoline tax paid on the highway; but after the cost of construction has been returned to the builders, the road will be given to the Province of British Columbia without any cost. The distance of the road will be several hundred miles.
