TOKIO, April 27.

The Bahks did not close prior to the moratorium are working under its limitations, which permit of ordinary business and 500 yen withdrawals. There is no excitement, though a few savings institutions are crowded with small depositors. All the large banks have combined, and have agreed to support each other, also the smaller banks, while the Bank of Japan guarantees loans to meet all solvent bank demands. The total deposits of the banks which closed last week amount to eight hundred million, yen.

The Finance Department is preparing a Government Bill for presentation. The Diet is authorising a hundred million yen support from the Bank of Japan.
