TOKIO, Nov. 28. „ “Astounding news if it were true,” is the comment of a War Office high official, upon the Washington , dispatches giving details of Doheny’s oil lease defence, containing an allegation that Japan, in December, 1921, ordered mobilisation for an attack; upon Hawaii and Philippines. “Certainly there is not a scintilla of truth, as not only the War Department in Japan, but the whole world knows that throughout the autumn of 1921, Japan was preparing for the momentous Washington Conference, at which Japanese delegates, under the Emperor’s instructions, participated eagerly in the agreements ensuring permanent peace in the Pacific. It will be deeply regretted by the entire nation that such a mischievous and entirely false assertion can be- uttered under protection of the United States Federal Court. The publication has caused a most painful impression because it is believed it indicates the continual- existence of bitter anti-J.apanese propaganda in America, notwithstanding the sincere efforts recently by the Japanese to demonstrate Ibeir desire lor friendship, in spite of the Exchisiou Act.”
