“WAR GUILT” DISPUTE.

BERLIN, September 13. An authoritative announcement was issued last evening that Germany will be unable to enter the League of Nations until the question of war guilt m settled. This caused a sensation. It is joyfully greeted by the newspapers of the Right Parties, while it is denounced by the Democrats and Socialists. It is now announced that the statement emanated from Dr Stresemanii. It was his first act on returning to Berlin, and a Cabinet crisis is Flow considered certain.

FRENCH DEBTS.

WASHINGTON, September 13.

Mr Hurley, a member of the Debi Funding Commission, is returning from Paris, where he discussed the problem with French officials. He has submitted to Mr Mellon (U.S.A. Treasurer) a plan for the settlement of the French debt to America, informing Mr Mellon that he has found the French are favourable thereto.

Mr Hurley’s plan basically provides for the payment of the debt within 67 years at the rate of one hundred million dollars annually, with interest, and the agreement of America to reinvest half of the annual payment in French industrial bonds. The total French debt is 3,500,000,000 dollars.
