DELHI, June 27. —The Persian-Afghan Treaty has been concluded. It provides for. an exchange of diplomatic and Consular representatives. A trade treaty is also anticipated.

AMERICAN RAILWAYS.

Reed. 9.55 a.m. NEW YORK, June 28.— A settlement of the conflicting claims between the railways and the Government has been reached. The settlement provides that the railways will be permitted to issue bonds in part payment of indebtedness, and for their permanent improvement during Government control. A substantial Government grant is also probable, for which two hundred million dollars will be available. A Treasury and Congressional appropriation will be necessary for a final settlement. RUSSIAN GENEVA, June 27.—The Council of the League of Nations decided to create a High Commissariat to deal with the repatriation or distribution of Russian refugees in foreign countries. It is estimated that they number two millions, including a hundred thousand of Wrangel’s troops. The sum of 250 million francs will be required to establish the Commissariat. The Governments concerned will be invited to find the money. They will be asked to examine how far certain Russian deposits in the banks of their respective countries may be utilised.

FIGHTING IN CHINA. PEKIN, June 26.—Advices from Shanghai state that the hostilities re- v ported on June 23 have taken a turn favourable to the Kwangtung forces. Whilst holding the Kwangsides in the south-west in the direction of Koelow, the Kwangtungites have gained marked success on the west river, capturing the fortified town of Wuchow, after a bombardment with aeroplanes. It is stated that, th? Cantonese are preparing to push their advance towards Kirangski. Anglo-American gunboats are watching foreign interests on the west river.
