A deputation of Dunedin citizens waited .on Hon. G. W. Russell to-day and urged the introduction of direct, taxation as a method of providingfor patriotic war funds; pointing out that the present system is hapha,y.a.rd and inequitable and tainted with gambling methods. The Minister 1 uncompromisingly opposed the proposal, stating that Parliament would revolt against any such idea that the people of smalt means should be deprived of the opportunity of voluntarily helping the soldiers. The proposed tax would place the ' whole burden upon income tax-payers, who were in a very small majority in the country and would be probably called upon to pay heavier taxation for the war. The Minister mentioned that .£-1.771,801 had already been raised for patriotic! purposes, of which sum ,£1,695,760 was still in hand. What was giving him nnxiety was what the societies, were going- to do with the money. He suggested that a further tax should be placed on the tota.lisr.tor investments for patriotic purposes.
