Mr Williams, the United States Minister after visiting Albania, describes the Durazzo incidents as an epoch-making scandal of anarchy, incompetence and hypocrisv. The six Powers' scheme was unworkable owing to antagonistic* rival(.ies He urged the formation of neutral dates with local government. Ho adds : "I found a prince, calling himself a King,. with no powers, no territory, ■:u subjects." Mr Williams's outspokenness has caused a irreat sensation. ■ DURAZZO, June 28. British Colonel Phillips interviewed the insurgent chiefs. The latter related that the Prince must abdicate.
