LONDON, Dec. 6.—The Hon. E. Samuel (Po&tma&ter-General) states that the delay of un-urgent press messages in plain language will not exceed nineteen hours to New Zealand. The tariff was previously very low, and iit had not asked for a. further diminu tion. He regretted that hitherto he had been unable to arrange for a, reduction to India and South Africa, but the Eastern Telegraph had consented to carry the Australasian cablegrams at reduced rates in the event of the JPacific cable being interrupted. The service will be fully operative on the fifteenth, but the Western Union, Anglo-Ameri-can direct the United States Companies will accept press telegrams at reduced rates for their own offices to-: day. It is hoped that the new tariffs will prove serviceable to the sender of uncoded press and private un-urgenc messages. -The Western Union instals for the use of the public, cheap rates just above a quarter of the usual rates. Minimum 6s for twenty words for so-called night letters. Also one-fifth of the present rates with a minimum of 6s for 36 words for week end letters between Britain and Canada. The United States week end letters will be accepted on Saturday and they will be delivered on Tuesday night, letters on the morning of the second day after acceptance.
