Speaking in the House of Commons, the Prime Minister (Air Asquith), said that the Veto bill had been specifically submitted to the people. It was intolerable that finance, equally with other legislation should be at the mercy of irresponsible and increasing partisan authority. The country had twice demanded the present remedy for the present evils. Mr Balfour argued in favor of a conciliatory agreement in order to effect admittedly necessary changes in the composition of the Lords. ,
