Tho Czar lias declined to receive Muromtzeff and the Vice-Presidents of the Douma, but directed that the address be forwarded through the usual channels with an explanatory memorandum.
Though surprised and angry, (he Douma resolved that as only the substance of the address was important, the manner of presentation was (if no consequence.
A discussion followed on the draft of an Agrarian Bill for the partial expropriation of private lands at prices to be determined later. These, with the lands belonging to the State, the monasteries and the churches, to be converted into a Stale reserve.
The peasants are obtaining allotments on long leases under the supervision of a local committee. The principle of expropriation mainly applies only to large private holdings uncultivated by the owners.
Tito Council of the Empire's address to the Czar was transmitted to liim through the ordinary Court channels.
A bomb severely wounded Colonel Keller at Kalisz, in Poland. It is supposed to have been done on account of Keller having acted with great severity in quelling tho disturbances.
