GREY EDUCATION BOARD.

The regular meeting of the above Board was held last night at the Board’s oliices. Byrne (Chair- A man) Kerr White, McCarthy, ketU«C* Marshall, Flynn, Harris and Petrie THE CHAIRMAN’S REPORT The Chairman’s monthly report’ was read and adopted as follows: “I have to report that since last meeting by the appointment of relieving teachers, Taylorville and Swede’s Mill schools have been kept open. Applications have been called for assistant teachers at Greymouth and Taylorville. These ate before you this evening, “By the removal of Sir Willing’s family from Nobles, there is only one child six years of age left. There is a letter from the Totarg Flat Committee on the subject before you. The Chairman’s annual report and the inspector’s annual report on the schools and conditions of the Educatoinal District of broy arc herewith laid on the table. In view of the divergence of opinion .existing among the Education Boards of the Colony as to the correct meaning and intent of the provisions of the Education Act Amendment Act of last session, the Board should obtain legal advice to guide the Returning Officer in his conduct of the elections to he held in July. This morning a petition was received rorn the residents of Blaketown, asking the Jioard to erect a school in Blakelown.” i mcition of Mr Kerr, seconded by Mr Harris, it was resolved that a solicitors opinion be taken as to the mode of election and voting power. THE FINANCIAL POSITION The Treasurer’s statement showed the lollowmg position

Accounts amounting to £582 15s Id on General, £74 18s on Building, £1 7s fid on Secondary, and £3 17s on Techni cal accounts were passed for payment. CORRESPONDENCE. Colonel Loveday, Officer commanding the New Zealand Cadets, asked tho Board to help in class-firing competitions. Mr Petrie moved that the Secretary write to Hr various headmasters, draw-’ mg their attention to the contents of the circular, and that they be requested to give every assistance to the objects set out therein. The Greymouth Town Clerk replied to the charge of neglect, and suggested the sanitary arrangements required alteration.—Referred to tiie Greymouth Committee. Tho Moana Committee recommended cither Miss Moriarty or Miss Aitken for appointment as mistress at their school. Miss Moriarty was appointed. The Totara Flat Committee wrote, slating that in consequence of the withdrawal of Mr Willing’s children, but one child remained attending the Nobles’ school. Mr Petrie moved that the school he dosed. Carried. Mr Kerr moved that Miss Duncan, now at Nobles, be temporarily transferred to Te Kinga to fill the vacancy caused by the promotion of Miss Moriarty to Moana. Mr Petrie seconded Hie motion, which was carried. The Cobdc-n Committee requested that the school bo painted both externally and internally. Mr Kerr moved that an estimate of painting-the school he obtained. Mr Petrie seconded the motion, which was carried. The Ahaura Committee asked for repairs to building, and that a washhouse be erected at Hie teacher’s residence at a cost of £l7. Mr Flynn moved that the carpenter be sent to" Ahaura. Carried. The Greymouth Committee drew attention to the disgraceful state of the sanitary arrangements at present at the school, and asked the Board to undertake tho construction of new latrines. Mr White hold they should take steps in Hie matter. Some years ago they had had plans drawn up, hut the work was found to be too expensive. Perhaps the plans might be modified and the cost reduced.

Mr Petrie moved that (ho Board approach the Government with the object of obtaining a special grant to carry out the plans as drawn up some time ' ago. Mr Kettle seconded the motion, which was carried.

An application by Hie Blackball Committee, asking for certain repairs , and painting was held over till next meeting, by which time the carpenter will have taken up his duties. The No Town Committee were ,on Mr Flynn’s motion, granted £2 for to fence. The Greenstone Committee asked for Mr Petrie moved and Mr Harris seconded that £5 be voted, the question of painting to stand over for the future.

Mr Petrie presented a petition from the residents of Blaketown, asking that a school be established there. He moved that, in accordance with the by-laws, the petition lie on the table till next meeting, but that in the meantime it be referred to the Grey mouth Committee for their opinion. Carried . INSPECTOR’S SALARY.

Mr Bctrie moved that the Inspector be paid for inspecting and examining the ' secondary classes. He said the proposal , would not affect their general revenue account, but would come out of the Sccondary Account, which was in credit to the extent of £93 6s lOd. They would all ’ agree that their Inspector did not receive ’ a proper salary, quite £IOO per annum ’ being taken up in travelling expenses, so ; that bis net earnings were below those of some of the headmasters and only about ' the same as the second master the Greymouth School. He was sure that no item would be more ungrudgingly paid I than the one contained in his proposal. , The present salary was a ridiculously small one, and when they had a chance to subsidise if they should. He was : satisfied the whole of the district and i Committeemen would say that tell Inspector was not paid well enough, and would endorse their action in making an advance. : Mr Kerr seconded, while several members supported. The motion was carried. . AGRICUI /rC RAL INSTRUCTION. The sub committee reported as follows : “That Hie Board co-operate with the Nelson Board in securing the services of an instructor in elementary agriculture, the cost to the Board being £IOO. Of this sum, £SO was available from the grant for the training of teachers, which will be subsidised pound for pound by the Department. This would secure the services of an instructor for 10 or 11 weeks. This was recommended for the first year, at Hie end of which the Board will be in a better position to formulate now proposals.” Mr Betrie proposed and Mr Harris seconded, that the report be adopted. Carried. TEACHERS. The following applications were received Secondary Assistant, Greymouth.— Edith Hassall, 8.A.; Annie Lewis, D 4. Both names were forwarded on to the Greymouth Committee. Assistant, Taylorville.—Mary E. Watson, E 4; M. Duncan, Annie Ogg,. E. Neilson, E. Dempsey, K. E. Foot, L. Ashley, E. Flintoff, N. Kelly. Mss M. E. Watson, being the only j certificated teacher, her name was forwarded on to the Committee for approval. CARPENTER. The following applied for the position of - carpenterJ. Morrisev, F. Munro, J. Keller, M. Grogan, A. Bell, W. McLiskv, C. O’Donnell, T. Lecher, E. Rigg, F. Funce. A ballot being taken, Mr Munro was elected. Mr Flynn moved that the carpenter be sent to Ahaura as soon as circumstances permit. Carried. _ RUNANGA REQUIREMENTS. ~Mr Kettle said ho noticed a report in the Greymouth Evening Star to the eff<g'f that the Runanga Committee were without funds wherewith to provide firewood. Mr Kerr moved that Hie usual grant be made in advance so that the Committee can provide firing. Mr McCarthy said all committees should he treated alike. Other Committees were in a similar position to Runanga. They were siniply getting*' into wards, and that was what Mr Kerr was getting at. The grant was not due till June, and they were not entitled to it till then. At this stage, a request was received from the Runanga Committee for fifty wands ,a flag, and a special grant. Mr Betrie' moved that Hie wands and flag bo supplied forthwith. Carried.

COMMITTEE ELECTION. A petition was received against the election of the Rev. Mr Joyce to the Dobson School Committee on the ground that he had not resided in the school district for three months. Mr Kettle moved that the Board declare the election of the first six legal, and that the Committee be asked to recommend a person in place of the Rev. Mr Joyce, who was illegible at the time __ of election. * Mr Kerr seconded. ' w " The Chairman thought the Board should recommend the Committee to appoint the next highest on the poll. That would be fairest. Mr Petrie concurred. The motion was carried. A petition was received against the return of Mr Cunningham on the Marsden Committee. That gentleman was illegible and declined to act. Mr Petrie moved that the Board uphold the‘election of four members, and that the Committee be osked to recoin*
