Pierre Cot. the French Air Minister, at Kiev. is striking proof of the growing Fra neoRussian cordiality- Tlic scene will be duplicated at Kharkov and MosM. Cot’s visit. closely following that of M. Ilerriot. indicates a new Franco-Soviet friendship which is bound to affect, the European balance of power. France evidently ' perceives that the Soviet’s friendship will he a guarantee against a formidable resurgence from Germany.
