C HRISTCHU RCH CHARGES WORKMAN’S VINDICTIYE SPIRIT Christchurch, April II After discussion in camera, the City Council last evening carried a resolution exonerating the engineering department on a series of charges brought by Mr Baker, a member of the council, and expressing confidence in the department. This action followed an independent report by Mr If. A. Campbell, civil engineer an formerly professor l of engineeringl at Canterbury College. wTiicii stated: “T have- examined all of the charges against- tin department, with tlie single exception of tlie drain oil the property of A.
