Leaguo ct actions .which is consider.ng the question of the obligatory jurisdiction of the International Court, Sir Cecil Hurst explained that Britain was unable to subscribe to a protocol which provided for obligatory jurisdiction on account of the peculiar political construction ot the Empire, which was a partnership of six equal nations, amongst whom there must bo solidarity on matteis of vital importance. He did not wish to give the impression that the British habit was merely to make difficulties.
