Lc Petit Journal says the agreement reached by the European Powers at Genoa is almost miraculous, slince it satisfies everybody. The French Government is satisfied because it obtains a postponement of the Genoa Conference without the responsibility of a rupture. Mr Lloyd George is satisfied because in a* month's time the Conference will begin again at Tlie Hague under the form of a convention of Allied experts and at lite same time a eon mission of Russian experts v/ill sit. That is what Lloyd George wished. The Governments represented at 1 ue Hague will undertake to abstain from any propaganda and all kind of aggression. So that England gjiins by this result.

CONSIDER FRENCH APPEAL. "Washington, May 15. The Harding Administration will give close consideration to the appeal by France that the United States should participate in the proposed international commission to investigate the Russian situation, but it is understood the United States will be as reluctant to accede to the appeal as it was to accept an invitation to Genoa. M. Tehitcherin's letter is strongly worded and caused a sensation, in view of the unusual course of refusing point blank before the Powers' Note has been presented. The Anglo-French view is that it is impossible to negotiate with the Russians, who are obviously seeking to break with the Conference.
