EXPLANATION" OF,,THE ISSUES. (By Electric Telegraph.—Copyright.) (Reutei's Telegram.) (Received June 11, 8.40 a.m.) London, June 9. An explanation now published illuminates the almost insuperable difficulties, sin-rounding the question of trade with Russia. It appeals that the Supreme Economic Council, whiqji is meeting in Paris, has not yet agreed as regards Bolshevik guarantees. It has transpired in this regard that the British delegates were disposed to accept any guarantees offered, also the assurances respecting the existence of Rusian goods. The French, however, were sceptical, and pointed out that the Soviet republic is a federation of States, hence there is no proof that the good sent from one State wil. not be seized by another while in transit. Hitherto the Bolsheviks have been unable to give any guarantees against the chaos prevailing in Russia. Moreover, the Council -wants an assurance that neither ships nor cargoes will be seized upon reaching Russian ports. The Krassin Mission has already proved its inability to find a trade basis on tho exchange system. It is also doubtful whether tho groups of Russian States will recognise M. Krassin,- who is the only cultured man of the mission. The others are of an inferior social status. The Krassin mission is accompanied by a score of experts, who are not Bolshevists, but mostly officials of the old regime, obliged to serve the Bolshevik .administration, in order to get a living.
