Tho Hon, Bonar Law. Chancellor of the Exchequer, addressing a meeting of 4000 people at Glasgow,' made a stirring appeal to Scotchmen to support the war loan, and received an enthusiastic reception at the huge "Victory" meeting. He referred to the great revolution in industrial life, duo to the necessity of increased production consequent on the war. Old. machinery and old customs had given way to new conditions. The greatest social problem of the Empire in the future was to secure a fair distribution of wealth without drying up the springs of wealth. The greatness of the nation depends on* the conditions under which men do their work. We have not much time to think about 'these things now while the house is on fire. We are fully employed quelling the flames. But now that victory is approaching, we must occasionally consider the problems of reconstruction. lam convinced that tlie whole future of the Empire will depend upon the establishment of good relations between the representatives of Labour and Capital, who were more or less antagonistic in the old times. The gulf between the classes and masses has been lessened by the war. Every section of society, particularly the great trade unions, has sent its best to serve the country. Referring to his statement at the Guildhall, London, that "thero were others ways of obtaining money if the loan were not fully successful," the Chancellor said it was evident that if the State were prepared to call upon citizens to risk their lives, it should not hesitate to make other calls if such steps were necessary. The amount of the levy made upon individuals and institutions would be based on contributions already made voluntarily.
