England and Wales, Ireland and Scotland shall havo Parliaments of their own, such as New Zealand enjoys, for tho governance of their own local affairs, whilst the Imperial Parliament shall look after the broader affairs of the whole British Empiro and maintain tho freedom of tho world for all time aganist another future monarch who might dream Kaisomn dreams. That is tho Curtis Idea, and it is ono for which nearly every New Zcalandcr would voto to-morrow if tho issue caino before him at tho ballot.
