MAY YET HAVE TO TAKE A HAND. (Received May 31, 8.45 a.m.). Amsterdam, May 30. The Handeisblatt, in an outspoken article, says if Germany proclaims the annexation of Belgium during the war Holland should regard it as a casus belli, inasmuch as such annexation would imply the extinction of Holland's independence.
