St. Petersburg, Sept. 23. Telegrams from Kharbin state that Chinese troops are treating Mongolians in the-cruellest manner. Neither women nor children are spared. They have plundered a monastery and massacred the inhabitants in the surrounding district, and have killed several thousands of Mongolians elsewhere, mutilating the women and children.
