Ocr tress association.) London, Dec-ember lit. The House of Lords, by 145 to 48. threw out the Naval Prize Bill on its second reading. Lord Selborne, in moving its rejection, declared that it was perfectly preposterous that tho Empire should have only the same representation as a Central American Republic.
Lord Lorebuni said the Bill was infinitely superior to the present law, since the conference was convened at Britain's request. Tlie. rejection would place tho Government in a difficult position in the eyes of Kurope. Lord Lansdowne, Leader of the Opposition, said he was not opposed to an International Prize Court, but the present scheme was constituted on tho wrong principle, and Britain was quite inadequately represented. No humiliation to the Government was implied in securing time for further consideration.
