j 5Y ELECTRIC TELEGRAPH —COPYRIGHT. (PER PRESS ASSOCIATION.) London, May 3. Lord Dunmore's i Small Ownership, and National Land Bank Bill was read a second time in the House of Lords. It proposes that land banks shall advance at 4 per cent, interest, of which i per cent, will be allocated as a sinking fund. Lord Carrington opposed the measure, promising Government would bring down a Bill. In the House of Commons, the third, fourth, and fifth clauses of the Parliament Bill were closed and passed. Ministerialists, excepting members of the front bench, were silent. The Labour Party has initiated a memorial to Mr Asquith asking for a disinterested: inquiry into Cabinet patronage. . Mr Philip Snowden (Socialist) admits that the Labour Party benefited by recent patronage: _ He explains that so long as there is the name of "grab" every party will grab.
