McLaren was read a first time in the House of Commons. It consists of nine Bills which include the enfranchisement of women and their entitlement to divorce on the ground of men's unfaithfulness. It also grants wives a sum equivalent to the aggregate wages earned as housekeepers in the event of a husband's death, divorce, or bankruptcy. All educational facilities are to be shared _by both sexes equally. Provision is made for supplying midwives and "sthe establishment of creches modelled on the German systems introduced by Pestalozzi and Froebel. Houses and milk for infants are to he provided by municipalities. (Received March 16, 12.45 a.m.) London, March 15. The Hon. Winston Churchill announces that a regulation \will be introduced permitting a mitigation of the treatment of suffragettes in prison.
