BOROUGH. COUNCIL'S PROPOSALS.

REPORT TO THE COUNCIL

SCHEME DEFEATED

Cr Richmond presented the following report to the Borough Council last night: — Your Committe beg to report that the preliminary plan of proposed Municipal Theatre, with concert kali annexed, came to hand on 19th ult., and later a tender for the erection of the proposed building. The question your Committee had to consider was whether to .recommend the Council to take a poll of the ratepayers for a loan of £10,000 or £12,000.* lr the theatre alone is to be proceeded with, a loan of £10,000 should suffice, the estimated items of expenditure being as follows: Land £1500, theatre £7150, architect £500, clerk of works £78, scenery £300, first year's interest on loan £500 ; total. £10,028. But your Committee consider that the combined building would produce a better revenue to the borough than the theatre alone, and, further, woul'i better supply the need and meet the wishes of the ratepayers generally, and therefore your Committee recommend that the ratepayers be asked to sanction a. loan of £12,000 for the purpose mentioned, and that an application for the money he made to the Government Advances Board for provisional approval. Crs Richmond and Goodbehere mov- ! oil tho adoption of the reporter Bramwell spoke on the motion saying the electric light was far moie important to tho town. The Opera House could wait. There were other neoes.ary works in tho borough. The footpaths were in a disgraceful state, practically giving the town a l-:,d name. He was against tho motion at present, but it should be brought up later on. He thou_-.it. however, the plans should he paid for. Cr Harford also spoke against the motion. Cr Goodbehere said a large number of ratepayers expected to be able to vote on the matter, and the Council should not break faith with thorn. Cr Saywell thought electric light more important, but he would vote tor the motion now they had irono so far. Or AVilliainson spoke against the motion. The Mayor was in favour of the adoption of the report, for the purpose of ascertaining the feeling of the ratepayers. Cr Tolley opposed the motion. He did not think £12,000 would bo enough. The motion, on being put, was defeated. The Mayor, Crs Goodbehere. Richmond any Saywell voted for, and Crs Bramwell Tollev, Harford, West and AVilliainson a»ains_.
