CUSTOMS DECLARATIONS.
mt REPLY TO CHAMBER OF COMMERCE. From the Department of Trade and Customs, the secretary of the Chamber of Commerce (Mr S. W. Fitzherbert) has received the following letter in reply to a- request that Justices of the Peace be permitted to witness signatures of declarations under the Customs laws: — "In reply to your letter of the 13th inst., I have to inform you that the reason for deleting Justices of tho Peace from the list of persons authorised to witness declarations under the Customs laws, is that it was found that in many instances Justices were either unaware of or disregarded their obligations to tho extent of signing blank declarations for importers. This occurred so frequently that it was found necessary — to avoid tlie risk of the Department being landed in difficulties — to make the Minister's order of 19th December, 1907. It is considered that ample provision remains for the convenience of importers in country districts, vjis postmasters are still available."
