Lambert, Civil Lord of the Admiralty, promised the contractors a bonus if they accelerated the, completion of the Rosyth base. He stated that the two docks at Gibraltar were capable of taking in Dreadnoughts. The Right Hon. R. Haldane, Secretary for War, replying to Lord Roberts' criticisms, promised not to reduce the regular artillery until he was able to supply, for every man removed, four or five serving on a militia basis. He quoted Generals French and Lyttelton in support of the value of territorial artillery. Lord Tweedmouth has writted to Earl Cawder explaining that his words "any reasonably probable combination of foreign Powers," used during the debate in the House of Lords, were intended as an extension, not a restriction, of the two-Power standard.
