THE BRICK AREA.
• ♦ Thj Manager of the Manawatu Timber Co. (Mr W. G. Haybittle) waited on the Borough Council last night to support and explain an application made by letter for the exclusion from the brick area of a piece of land at the corner of Fergusson gnd Stafford streets. It was explained that about a year ago the company leased this section from the Railway authorities for 21 years, and they now wished to build on it. At the time the lease was tendered for the company were not aware that the section was in the brick area. Mr Haybittle said the section was in such a position that no other buildings, except the one they proposed to erect, could be put up, and under the special circumstances, and taking into consideration the fact that this corner was an approach from the 'Railway Station, he hoped the Council would permit them to erect a building in wood. It was out of the question to put up a brick building for 20 years. Crs. Harford and West opposed the idea of making another breach in the By-law respecting the brick area. The Council would keep on nibbling away at the brick area until they had none left. They also pointed out that the authorities had been refused permission to make wooden additions to the Court House. The Mayor said the Court House was a different matter, as that was a permanent building. He contended there would be no breach of the By-law m granting the request of the company, and in suppoit read By-law 183, as follows: — "If, in the opinion of the Council, a full compliance with this part of the By-law, or any/ provision thereof, would needlessly injuriously affect the course and operation of business, or be attended with great loss and inconvenience to any porson, without a corresponding benefit to the community, the Council may, on special application, relax the strict observance of any provision, or modify the came, provided that such other terms as they may impose be complied with by the anplicant." The Mayor thought the provision suited the case before them. Cir Harford and West proposed — "That the Mana.wntu Timber Co. be informed that this Council cannot see its way to alter the brirk area." This was lost, and an amendment carried— "That the request of the Manawatu Timber Co. be granted nrovided Imildines approved of by the Council be erected."
