FEILDING BOROUGH COUNCIL
-— ♦ SPECIAL MEETING. A special meeting of the above was lseiil this morning. Present— Mr W r . J. B. Trewin (Major), and Crs Dunlop. P. Thomson, Harford, West, Burne, Williamson, and A. Thompson. Tbe meeting was called in connection with the kerbing and lingThe Mayor, after explaining the olject of the meeting, said that the ci-inion had been expressed that the kerbing and channelling opposite Mr Cobbe's was better and cheaper than that now being put down by the Council in the Square. He considered that any future contract should be let at so much per chain. From the schedule *jf prices in the Council office it was difficult to find how much per chain the work was costing. At the present time the kerbing is carried out at so much per cubic yard. It would bff'a wise matter to call the Engineer in and ask his opinion Personally, he considered it would be a better course to reduce the width of kerbing from 6 to 4in. Mr Cobbe's is 4, and had been down for a number of years, and had stood the test well. Four inches would also save the Borough much money, and Mr Cobbe's, having stood the test, should be a sufficient guarantee as to efficiency. Cr. Harford said that at the Committee meeting to consider the kerbing the Engineer expressed the opinion that 4in was hardly sufficient. It was hard to go against the Engineer's opinion. The Engineer said he was 'going to alter the water-tables. Cr. Williamson said he considered that the way the special committee had dealt with the tenders was informal, and he was disgusted for they had accepted tenders without a resolution from the Council. The Mayor said there was no resolution on the books, that the committee had power to act. Mr P. Thomson said it would not thke five minutes to see Mr Cobbers kerbing. He remembered when it was put down, and it had stood the heavy work well. He did not see why they chould waste money. Cr. Williamson said he strongly objected to be ruled by the Engineer in this matter. Cr. Burne said he believed in taking the Engineer's advice to a certain extent. Cr. A. Thompson said the committee's intention was to have the woik pushed on. Cr. West understood that the duties of the committee were to have tbe tenders put in order and report to the Council. Cr. Williamson said that committees had no power to accept tenders, as that power was taken away b,.' resolution some time ago. The Engineer was then called in, and stated, in reply to the Mayor, that he was simply in the hands of the Council, and was prepared to do whatever they thought fit. The Mayor said he would like to I. now what style of channelling they would. put down, as he personally approved of the style in front of Mr Cobbe's. which would alsa mean a Hiving m cost. Cr. Harford said he objected to the feather edge now being put down in some places, and there was tcii much dish. The Councillors then went out to see some channelling in front of the Council Chambers, which is of the seme pattern as that at Mr Cobbe's. It was afterwards proposed by Cr. Harford, and seconded by Cr. P. Thompson. That the channelling in future be constructed in the same pattern as that in front of the Council Chambers, and that the kerbing be four inches. — Carried. Tlie Mayor reported that the contractor ori Kimbolton road had ren.cved spoil to private property. The Engineer had been instructed to wiite to him informing him that the same was a breach of contract, and that it had to be returned or its value would be deducted from the contract price.
