A Railway telegraph menage re* wived at Bfc Petersburg announces that the mutiny at Sevastopol has been crashed. The Military telegraphists at Moscow refused to replace the strikers. Two hundred citizens are going abroad daily. M. Linder, reactionary State Secretary for Finland, has resigned. ' There is great rejoicing at his resignation. It is stated in Moscow that Count Witte peaceful efforts for a solution has been nullified by the independent action of the Isarkoesels. Practically there are two Governments, one centered in the Caar and the other in Count Witte. Victoria, November 80. Twenty-two penniless Fetish sol~ diers, released from Japan have arrived in British Columbia, Russia, having refused them repatriation. A hundred are in a similar predicament.
