Peace Details Not Drastic Enough.
Received Sept 8, 7.48 a.m. Washington, Bept 7. Baron Eomura telegraphed to President Roosevelt that " Humanity owes you lasting gratitude for initiating and successfully concluding the Conference." Oku ma, interviewed, declared that the conditions of peace were not drastic enough to prevent Russian ambitions in Korea and Manchuria, and China is unable to maintain order in Manchuria, whioh will afford Russia an opportunity to sow the seeds of war instead of removing the causes of future disputes and their settlement. They have left the conditions exactly as before hostilities began.
