The intense feeling which has been excited in all parts of the British Empire by the unwarrantable action of Russian war vessels interfering with the British steamer Malacca has had the effect of compelling the Russian Government practically to repudiate the action of the offending naval officers, and to undertake that no further similar outrages will be permitted or authorised. The commercial phase of the incident has now developed itself, and a recent cablegram states that a claim for damages re the Malacca will be presented through the British Embassy at St. Petersburg. Although it is reasonable to suppose that Eussia " has quite enough trouble on hand " without provoking the British Empire, yet there is abundant evidence to show that a quarrel with the latter would not be unwelcome. News from the various British naval stations indicate that the English navy would be only fcoo happy to undertake the task of engaging the Russian fleet wherever they are to be found, and proving that England is still mistress of the seas as far as the Russians are concerned.
