Cardinal Manning, in an eloquent letter, urges a petition should be sent to the Czar to relieve the Jews in Russia from the oppression they now suffer under. A warning has been sent to the bankers of Paris not to honor Parnell- cheques drawn upon the League's funds deposited in that city. A note appears in the Gazette intimating that the 2Jd Ocean Postage rate to the Australasion colonies, New Guinea and Fiji, will come into force in the beginning of January. Manilla, Dec. 10. Severe fighting has taken place at Pouape, in the Caroline Islands, between the Spanish troops and the Natives. 26 of the former were killed and 51 injured. Washington, Dec. 10. Heavy failures continues to be recorded in the United States, though the situation is now improving.
