FLAG RESTORED TO PEOPLE
(ißec. 11.10 a.m.) TOKIO, May 2. On the eve of Japan’s new Constitution, General. MacArthur restored the Japanese flag to the Japanese people, “ to signify the advent in Japanese life of a new and enduring era of peace based on personal liberty, individual dignity, tolerance, and justice.” The flag' was restored' with the strict proviso that it can only be flown without restriction on three buildings—the Emperor’s Palace, the National Diet building, and the Prime Minister’s residence. Until now General MncArthur has permitted the display of Japan’s flag onlv on certain holidays.
