RUSSIA DELAYS AGREEMENT

(Rec. 8 a.tn.) NEW YORK, Febuary 15. The United States has proposed to the ■ Eleven-Nation Far Eastern Commission at Washington that up to 30 per cent, of Japan’s available industrial equipment be shipped immediately as reparations to claimant nations, says the • Herald-Tribune’s ’ Washington correspondent. So far, after a year and a-half of occupation, not a nut or a bolt has been removed from Japan as reparations. The delay has been caused by Russia’s failure to agree within the Far Eastern Commission on an over-all reparations programme. The Russians nave also been reluctant to have what they call their “legitimate war booty” from Manchuria checked off against their final reparations bill.
