GERMAN DOCILITY MAY VANISH
FOOD AND FUEL SHORTAGES
(Rec. 1.25 p.m.) LONDON, Nov. 4. Allied Control Commission employees have received a circular containing a warning that Germany “ cannot be expected to remain docile much longer if food and fuel shortages continue,” reports the ‘ Daily Mail’s ’ Hamburg . correspondent. TRe circular calls for defence volunteers, because the forces have been considerably reduced. it added that the troops must be kept free to be sent in strength . wherever an emergency may occur. “ The responsibility for the protection of British women and children is likely to fall on Control Commission personnel.”. The correspondent says bakers’ shops in the majority of Hamburg districts, with a five-day margin of flour, closed yesterday. Bakers in the Ruhr, who have only a 24-hour flour supply, have closed for days at a time. .
