It may, be replied that the comparison would be unfair, as different physical conditions—grades, etc'.—occur. That reply would be in order. But why, then, are figures compared for different methods of transport in distant different cities when physical conditions in those cities may be in no way similar, and we are told nothing of those physical conditions?—l am. etc., M.
