'TO THE EDITOR. Sir, —Now that 3d has to be paid by anyone who wants the latest books and the council has put on a 2d rate, I consider that the Carnegie Library is no longer free. This rate and the Hospital levy have raised, the rates considerably. If the Hospital Board goes on with its heavy borrowing that is being considered the levjr will be much heavier, and if we have increased rates to pay on account of the trolly buses, etc., people Will live in tents. Will this be the solution of the housing problem?—l am, etc., ' I Wonder; October 16.
