Russian Threat Hindering Normal Life
(Rec. I p.m.) LONDON, October 17. The Turkish Prime Minister, Recep Peker, authorised the ‘ Daily Telegraph’s correspondent to say that there was no reasonable ground for supposing that Turkey’s forthcoming reply to Russia concerning the Dardanelles, would contain any modification of Turkey’s position. Peker said Turkey could not accept the fourth article of the Russian demands limiting discussions to the Black Sea Powers, which amounted to bilateral conversations with Russia. Turkey also must reject article five demanding joint defence of the Straits. This infringed Turkish sovereignty, and bore no relations to the Potsdam decisions or the Montreux Treaty itself. Peker said that it should v be realised that the Russian threat was hindering resumption of normal life in Turkey. The* financial strain of maintaining partial mobilisation was affecting every social project.
